CIR Approval : Private Organizations & Experts
Any company, private research organization or technical and scientific experts, whose status falls within the scope of private law, whose established in France and those established in a Member State of the European Union or part of the European Economic Area, may apply.

The application for approval is made under the research tax credit by organizations or companies carrying out innovation operations and/or R&D operations for third parties.
The Ministry in charge of Research issues CIR approvals under the R&D title after scientific and technical expertise. The approval aims to ensure that the requesting organization has sufficient R&D potential to be a service provider on behalf of third parties.
In the case of a first request, the file must be sent to the ministry responsible for research between January 1 and March 31 of the year requested.
The renewal is done from August 15 to November 30 of the last year granted, non-compliance results in rejection.
The processing time is approximately 8 months.
If the organization or expert does not benefit from approval for subcontracting under the CIR and/or CII, the subcontracted expenses are excluded from the CIR base.
Foreign companies or organisations (regulated by laws from other countries) can use the online form. For your information, a form in English is available.
